It sounds like people are being really rude. If you really want them there and are willing to put up with their lack of consideration, contact them by the date you need to know and ask. If they waffle, then cheerily say that you're sorry they can't make it but they'll be missed and you'll see them next time.

If people who haven't rsvp'ed show up, act surprised and say you assumed they weren't coming...ypu know, since you hadn't heard from them and all. Treat them like they made an embarrassing faux pas that you're trying to overlook out of politeness. Because they are. Make it a little awkward for them, and maybe they'll remember to be more considerate next time.
