Reading. Libraries are basically free. Also, while there see what other services they offer. It is usually more than you think it would be.

I just found out that my county library headquarters has a devoted "makerspace"! They offer access to sewing machines, art supplies and craft materials, Adobe software, all kinds of stuff. Libraries are a great resource.

Definitely this. And if you don't want to go to the library and you happen to own a tablet or something, you can just check out ebooks for free.

Writing, because all you need is a pencil/pen and paper, or a computer or tablet if you’ve got one. Cooking, because unless you’re making super fancy stuff it’s not that expensive and you have food to eat when you’re done unless you goofed and used salt instead of sugar or something. Drawing, at least if you’re not too fussed about materials (and have any talent or at least willingness to practice—I kind of suck at both.)

My guess is that if OP is asking in this manner, they're open to a wide range of hobbies and don't want to place limits on the query other than cost.

Origami, reading library books...
I hear that a lot of libraries have jigsaw puzzles. Also, there are tons of free jigsaws online.
Knitting and crocheting are kind of fifty-fifty for me. In order to get decent results, you sometimes have to spend a small fortune on yarn. So, unless you are really good at scoping yarn sales, you will have to stick to one or two skein projects.

You can help transcribe old manuscripts, identify animals on critter cams, classify galaxies, and more!

Sketching/drawing with badic supplies (even painting with just cheap watercolors). You can probably find books at the library and tutorials online if you want pointers or excercizes.

Cooking/baking. There are a lot of skills to learn and recipes to try without needing to buy expensive ingredients or invest in expensive equipment (I love to bake, but have never owned a stand mixer or a fancy oven). You can get cook books from the library and there tons of recipes and how-to stuff online for free. I've taken some classes from the local parks and rec department. There is a fee to cover the food costs, but the classes are still quite cheap.

Mobile phone photography - learning about composition and other things not dependent on having the best camera phone or editing software. Maybe keep a daily photo diary of little things you notice or the same view in different seasons, and such.

Birding, tree/flower/weed identifying, wildlife identifying, etc., if you keep it local. You can do these things even in urban areas, at least to some extent.

If your local library has a lot of movies, you could become quite the cinophile.

If you can find people to play against, then chess.

Teach yourself to do card tricks.

Cooking/baking. Learning how to repair things and do DIY. All those things do require an upfront investment in equipment but the knowledge really pays off and saves money in the long run.

Not to be mean, but I honestly don't know how people can rec knitting as a cheap hobby with a straight face. All the knitters I know would laugh at that idea, and once you take a look at yarn prices, you'll laugh, too.

As an alternative, I suggest embroidery. Unless it's cross stitch (which requires a specific type of fabric) embroidery stitches can be done on any fabric sturdy enough to hold up to handling. I don't recommend using anything stretchy for starters, though. You can even use felt, which many craft stores sell for cheap - look for sales and you can snag them for .25 each in various colors. You'll also need an appropriately sized needle and maybe a hoop. Embroidery floss is cheaper than yarn, and you separate it into strands so a little can go a long way. Tons of websites have free tutorials on various stitches.

Plenty of people do stuff with $5 yarn and $5 needles or hooks.
