I see it as a stylistic modification of the normal skirt + shorts combo that girls wear. You know for sure that if this combination was used for a male character, plenty of people online would complain (rather rudely/bluntly) about why the character is wearing a skirt.

I'll be even more blunt. If a person wearing that combination of hair, skirt, and shorts was perceived as male, they'd be a target for transphobic violence.
