No, cyclists should be on the street, not knocking over pedestrians. It's far easier for cars to share the road than it is for walkers to share the sidewalk, especially if you have wide streets or bike lanes. It actually really bothers me when bikes are on the sidewalk, although I try to make allowances for circumstances.
