In the course of pursuing her vengeance for Tara, she didn't really hurt very many people at all, except those who deserved it (Warren and Rack). She was stopped before she managed to do much damage.
No, the thing that is so much harder to forgive is what she did to Tara before that - wiping her memory and then (apparently) having sex with her when she KNEW that Tara WOULD NOT have wanted to, had she remembered the fight they were having. That's tantamount to rape, in my opinion, and much harder to forgive.
But I do not feel that she is irredeemable. If Angel is redeemable after torturing and killing hundreds of people, then Willow is redeemable for what she did as well.
