That's a tough one. I think the best way is really to look at a lot of people who are good at it - unfortunately, it's hard to identify people who are really good at it, and it's also hard to get a sense of what they're doing when they're reviewing things that you're not necessarily familiar with.

One thing that I do when I try to critique things is, rather than just asking "is it good", break it down into a bunch of smaller, more specific questions. So like -

1) What is this thing? What genre is it in, what is it trying to do within that genre, how does it relate to other similar things?

2) How do I personally respond to this? What is the experience of watching or listening to this thing like?

3) How good is it? When you look at what it's trying to do, does it succeed or fail at doing those things? How well-executed is it, and in what ways is it well-executed or poorly executed?

4) What is it trying to say? Is it trying to say anything? Does it have a message, and does it get that message across well, and is that message something that I agree with?
