But, if we assume there was ANY kind of long-term plan for Angel (and I am dubious on that score), we can say in hindsight that Lorne was telling Fred that ultimately joining with Angel & Co. was going to get her worse than killed (and let me just add, "fuck you, Joss").
In hindsight, you could say Lorne was telling her that the second she got back to earth from Pylea, she should have run, kept running, and NOT LOOKED BACK. By stopping and staying with Angel & Co., she "didn't run far enough."

He's staying in a different universe/dimension partly because he can't stand being around his family. Everyone was doing the same, assuming the worst of Fred's parents because they have/had terrible parents themselves. Out-of-story-explanation : yes, I think it was due to the red herring.
