And yet in canon Jack was able to know exactly when Owen threw himself off the pier, and he's constantly shown pulling up surveillance on people.

It's as simple as pulling up the CCTV, which I'm sure Tosh would have shown Jack how to do, considering she needs to actually go home to sleep sometimes, and he doesn't.

Jack has shown himself capable of using the Torchwood equipment in pretty much every episode.

Considering he’s been using said equipment far longer than the rest of the team, and is originally from a time of more advanced technologies, this doesn’t really say much.

He manned the desk upstairs and served tea for the first season.
Yes, because a person's occupation is just so indicative of their intelligence. People never work at jobs that they're over qualified for.

He hasn't shown any technical skills prior to or since.

Really?
- Hacked into Gwen's computer to delete her notes (Everything Changes)
- Assembled parts for the Cyberman conversion unit support system (even with a manual, is still impressive).
- Quickly and successfully tracked the team's stolen SUV via their GPS (Countrycide)
- Manipulated the Hub's water tower to relay a signal to his cellphone (They Keep Killing Suzie)
- Is shown with Owen using the Mainframe to analyze the code that Tosh sends via Billis' magic camera (Captain Jack Harkness)
- Is given the responsibility of setting Martha up for her undercover job at the Pharm, including providing her equipment, as well as explaining how the special contact lenses work (Reset). If you were Jack, would you let a good friend and savior be briefed for a super dangerous mission by a team member who's only use is serving tea?
- Helps Tosh attempt to stabilize the Nuclear Power Plant's terminal (Exit Wounds)
