And, to be fair, there was a fairly big age difference between all three of the actresses (they were in their mid-20s) and Andrew Robinson would've been in his early 50s. Which also doesn't help. I guess they thought the make-up would obscure the age difference? I dunno.
But I guess if you're going to go with an in-universe explanation: I always pegged Ziyal to be in her early 20s, but her being essentially a slave in a Breen workcamp for most of her life left her a bit emotionally stunted, so she came across as much younger emotionally and mentally than she was physically.
But, yeah. The attempt to pair them up struck me as creepy, too, even during first run. Honestly, the way Robinson played it pretty much salvaged that friendship because it was hella obvious that Garak had no plans to take advantage of her in any way.
