I thought he was *supposed* to be arrogant and annoying because he was a young hotshot fresh out if the academy who thought he was cool for wanting to go do "frontier medicine." Like, that was all part of his character. Then later the annoyingness was retconned as a facade to keep people from realizing he was actually even more of a genius. Any creepiness was probably unintentional.
