About 5% of the population has a penis larger than 6.3 inches. The person with (supposedly) the longest penis is 9.5 inches when flaccid. When he gets hard, he gets lightheaded.

When polled, women prefer penises that are 6.4 inches long.

So yeah, they exist but they are statistically unlikely and most people don't actually enjoy having sex with people with large penises.

I don't believe any penis length statistics as a matter of course (the quality of the data is just unbelievably awful), but even under that scenario, 1/20 of the population isn't that rare (especially if that's actually the population rate, and not the penis-having rate).
