I'd say it varies a lot depending on the person doing the tagging. Some are all about the inconsequential tags, others limit themselves to actual content tags, and others choose to tag only the bare minimum.

I love OTT tumblr tags on AO3! They let me know what fics to skip.

I don't mind one or two tags for joke/fun/sarcasm purposes but I happily scroll over every fics with a wall of texts (the one exception might be short story collections of lots of different fandoms)-

Ugh, nothing makes me scroll faster than wall o' text tags! I hate them! I've literally seen TAGS that WERE LONGER than the drabble they were tagging!!! EEEEEEEEEE!

This is exactly why I don't tag my fics like that. I use the tags that are already built, like any other sensible human being would.
