Yeah, I would much rather that she got disciplined or fired for all the crap she did (false evidence!) than be attacked by the killer. It came off weirdly like punishment for being female and ambitious than for being actually corrupt and malicious.

Strongly disagree. All the female characters in main case are ambitious and are not punished for it. This lady's problem wasn't her ambition, it was definitely her tendency of putting her own career and glory above the welfare of others, including the women she's supposed to be protecting.
