Don't they talk about it in the movie? The elders all made a pact to NEVER leave. That may be dumb, but that is why they need to send someone else.

They didn't want to? There are lots of people even today that want to keep their society from being too modern. The Amish do exist, though they don't go as ridiculous as the movie group does.

I find it believable in a movie contest. Like, the far reaches of what is believable, but still believable.
