Because it was originally just going to be a nature documentary-style movie based on the original fantastic beasts book, and when Rowling learned they were making a movie she wanted to be involved and developed her own story.

God, I would kill for a movie or short Netflix series of just Newt, Jacob, Queenie, and Tina having wacky, documentary-styled adventures with beasts. Rowling is such a hack.
