She didn't just decide to tweet it out of the blue.

It was from the pottermore entry on the chamber of secrets that she wrote a while ago. The pottermore twitter just tweeted it separately as a factoid.

She was writing about the chamber's history. Remember Moaning Myrtle, and why she was killed in the bathroom?

When first created, the Chamber was accessed through a concealed trapdoor and a series of magical tunnels. However, when Hogwarts’ plumbing became more elaborate in the eighteenth century (this was a rare instance of wizards copying Muggles, because hitherto they simply relieved themselves wherever they stood, and vanished the evidence), the entrance to the Chamber was threatened, being located on the site of a proposed bathroom. The presence in school at the time of a student called Corvinus Gaunt – direct descendant of Slytherin, and antecedent of Tom Riddle – explains how the simple trapdoor was secretly protected, so that those who knew how could still access the entrance to the Chamber even after newfangled plumbing had been placed on top of it.

I don't really see how any of the context improves things? It's not even really relevant to the explanation - you don't need to know why Hogwarts was expanding the plumbing, the only thing that's relevant to the Chamber of Secrets is knowing that they were expanding it.

It's called worldbuilding.

One of the points of Pottermore is to reveal little facts and details about the series and its background.

I get that's what the point of worldbuilding is.

I just think this particular example was really dumb and adds nothing useful to the world of HP.

Good worldbuilding fact: the Chamber was kept secret even when the school was improved throughout the centuries

Bad worldbuilding: i bet you didn't know that wizards just shat themselves constantly

"Hogwarts is a very old building and was sometimes upgraded, including this plot-relevant room" is great! "Wizards liked to shit themselves"...not so good.
