IIRC, he started as a super soldier like Captain America, and the serum amped up his kiddie fetish... he eventually went nuts and became the full-on super villain Sargeant Hatred, was a bonafide Johnny Quest type bad guy (and implied to have molested little boys, or at least been really into twinks). Then he joined a super villain guild and got married to a petite Native American woman, and... mellowed out a lot. Lots of plot happened with the villain guild and he was switched over to another agency, put on anti-pedo meds and became the Ventures’ security guy. It was implied the combination of meds, and Hank and Dean being too old for him by then, resolved any potential problems.

Basically it was okay for him to be written as a deviant when he was a 2nd string antagonist, and the writers kept him around to mine the pathetic shell he became, because the show’s all about failure. When Brock (and his VA) temporarily left to do other stuff, Hatred was a nearby military type they could use to fill the bodyguard role. So they phased out the pedo jokes.
