Have the mods become more sceptical (:? I remember seeing a few Hetalia secrets with flags only that were posted without any problems, or maybe it's just my imagination.

It's actual a webcomic turned manga soon-to-be-turned anime. Involving the anthropomorphic versions of various countries running around reenacting events from history in very strange ways. As well as having other random storylines, too.

But it's definitely a fandom.

A crack one. But it's based on a piece of audiovisual entertainment.

If you don't speak Japanese (Although I there's a perfectly good chance that you do), the best place to start would be the above mentioned hetalia comm. There's been some scanlations done. Not of a lot of the comic, but enough to get a feel for the awesomeness weirdness.
