The real answer is, it's complicated. It's a part of the gay rights movement that people have tried really really hard to cover up and pretend it never happened bc obviously none of us want to deal with that shit nowadays.
The first thing is that pederasty was already common in mainstream society at the time. Young boys were being warned about The Gay Menace, but for straight sex it was more like this....

(Just look at all the young girls who wound up sleeping with various musicians, with no consequences for the adults at all. Name a star from the 60s, 70s, or 80s and there's a good chance they slept with someone underage. Often SERIOUSLY underage.)
The next thing is that yeah, NAMBLA was absolutely a thing. Along with other similar groups and organizations. And there were a LOT of gay guys who got busted for fucking underage kids. However, I don't think there was a greater proportion of gay pedophiles vs straight ones, just that straight pedophiles are often protected and covered up by friends or family members while gay guys aren't.
Also, I can't find the statistics right now, but there's been a lot of studies and surveys done. A huge number of older gay men had their first sexual experiences as teenagers with adult partners. And for a long time it was normal in the gay community to have huge age gaps even when both parties were of legal age. I'm talking like, 20+ year age gaps. This went along with rampant alcoholism, drug use, the majority of gay people having serious depression or other mental illness, sky high suicide rates, sky high abuse rates, shit like bathhouse culture, etc. And then the AIDS epidemic happened, and fucked things up even more. Basically, being a gay guy back then was really, really awful.
So, you're talking about generations of guys who grew up thinking pederasty was normal, or even encouraged. Generations who grew up and lived in really horrible situations. To them as teenagers, having sex with adult dudes was a positive thing, bc at least they were having sex with a guy and maybe getting pulled into a community of people like them.
It's also very common for people in bad situations to downplay how serious other negative things are. So if you asked a gay guy from 1992 which was more important; people dying from AIDS or a teenager having a bad sexual experience.... To them, the teenager's issues aren't even on the radar.
You combine all those factors and you get some really REALLY questionable 'politics' regarding pederasty and pedophilia in the early gay rights movement.
