Sure, if the two people in question keep it a secret and the weirdo also keeps it a secret, then I can see stepping down from the throne working. But you know that saying about how two people can keep a secret if one of them is dead?

Also keep in mind that historically, iron-clad credibility isn't always necessary. A plausible rumor is good enough for a political uprising - see the various pretenders to the throne who claimed to be either Edward V, King of England and Richard of Shrewsbury, Duke of York. Remember, there was no such thing as DNA testing back then and several pretenders still got enough traction to cause political unrest and threaten the throne.

In the GOT world, there'd be plenty of traction if a rumor about Jon Snow got out. Many people know about the mystery of his paternity, and plenty of people still living recall Rhaegar's love/lust for Lyanna. It wouldn't be hard to put a plausible enough 2 + 2 together... that's exactly how many fans figured out who Jon's biological parents were long before the reveal.
