My partner just got thrown into a hell of competing ID requirements. Can't get a permanent driver's license without proof of SSN, but can't get proof of SSN without a permanent driver's license. (The work-around involves apparently a note from the doctor, which no one at the doctor's office understands, so that gets bumped to the hospital that runs the MMO...)

It feels like there should be a work around with enough secondary identification. Maybe the doctor's note thing has to do with a trusted identification. I remember, way back when, to get my license, I had to show my birth certificate and someone with permanent ID (my mom) to vouch that I was this person. I may have had to show my SSN card, too, I don't remember though. So maybe the doctor is being used as a proxy in lieu of a parent or guardian. Basically, if there's no primary identification documentation, someone with the authority to do so may need to say that this is the person known as Firstname Surname with this birthdate. But I'm just guessing.
