NAYRT but I actually do agree with them, in the sense that it seems to have gotten almost no consideration within the federal government despite the fact that a number of states are moving on it and despite the fact that it's a broadly popular policy with voters.

And I disagree that it has gotten no consideration. It has. It gets discussed all the time, including by federal officials. It never gets brought to vote because it would never pass, so no one actually tries. But it does get considered all the time.
