Soooo if I want to write a children’s book I should make the characters 11 years old or under and if I want to write a book intended for adults the characters should be at least 19 years old?

If you want to write a children's book, the characters can be any age you want them to be, but it needs to be age appropriate for children. You can have all the tweens you want in a book, but if it ends in an orgy it's not a children's book. It's It.

19 might actually be a bit young for adult fiction, unless the themes are also adult. If it's a story that features 19 and 20-somethings in college, doing 20-somethings college stuff, it'd probably be marketed as New Adult these days.
