I think Peggy Olsen had a really good arc, but I haven't actually seen the last couple seasons of Mad Men, so I can't be sure.

Most of the characters on BSG had pretty decent character arcs, in that the changed gradually over time, and it didn't usually seem super forced. Lee Adama and - of all people - Gaius Baltar may have had the strongest arcs for my money (but Kara and Roslin are still my faves forever).

I loved the first several seasons of Lex Luthor's character arc on Smallville, although it was kind of an easy one since his eventual villain status was basically predestined.
