That's true, but I guess because she meant well, wasn't necessarily wrong that it was Sirius who sent it, and went to McGonagall about it. I saw it as more doing the 'responsible' thing (in her mind, and as a 'by the book' standard), than any real means of control... Even if Harry's did have the right to feel betrayed by it.
(also, it seems that anytime people talk about her being controlling it always had to be a bad thing, so I didn't think about this)
