It is a very grey area. They are not genetically related but they do call each other brother and sister.

Then again, they were also raised more like students in a military academy.

This is how I see it too. Like, maybe I'd be more amenable to calling it incest if there had been a more family like atmosphere, but to me it was akin to a boarding school, or as you said, a military academy.

The whole "raised more like students in a military academy" is what mitigates any squick for me, really. I wouldn't call it full on incest if they were biologically unrelated but raised in a more normal family as siblings. But the whole point of the UA is that it wasn't a normal family, and none of them have real sibling relationships. I'm not bothered by it that much, though I'm not into the ship.
