Absolutely cannot source this beyond "one pop science factoid I misremember from Somewhere On The Internet", but something about brain mapping (this area is connected to visual data, this part controls hands, etc....) and that it kinda makes generally sense as expected except that the areas concerned with genitalia, and that of feetsies, are next to one another and can form incongruous connections. Hence foot fetishes being such a common thing. Sexuality-relevant synaptic crosswires, quite literally.
