As a four year old with strong powers that we've seen as an adult she has little control over. It's not cool that she killed people, but there's a reason we don't treat juvenile offenders the same way we do adults in the legal system. There's definitely a chance that she could have been rehabilitated as a child from her destructive tendencies if she'd been raised by someone who gave even a little bit of a shit about her.

Violent kids with personality disorders don't deserve to be treated like lost causes. Hargreeves was rich, he could have afforded her so many resources to help her learn to cope and change! Also, FOUR YEARS OLD. That's plenty young enough to help her develop empathy and socialization skills to mitigate her anger. The kid was basically a time bomb with her powers but Hargreeves wanted superkids. He should have expected that he'd need to deal with the obvious issues that will come with having toddlers who can murder people with their minds. The fact he was abusing and isolating these kids instead of treating them like children actually makes me surprised none of the others ended up killing/maiming anyone in their early years.

Honestly, we don't know that they didn't. And imagine what Allison's childhood tantrums did, if as an adult she brainwashed her own child.

I kind of hope every season we get a scene of one of the kids maiming a nanny. Diego throws a sharp object in a tantrum and stabs someone. Luther hugs someone to death or throws them through a wall. Klaus starts talking about seeing a nanny's dead husband and gives her a heartattack. Ben's tentacles rip someone's arm off. Allison yells at a nanny to go die and oops she does. Five teleport and causes someone to fall out of a window from where they were chasing him to go to bed. Superpowered kids are going to cause a lot of damage before they learn to control their powers! Just look at every X-Men series.

Not only that, but they were all TRAINED to kill people, and the only reason Hargreeves scolded Vanya for the nannies was because a) she did so without him telling her to and b) it meant he had to hire a new one, which annoyed him. Not because he thought it was actually wrong.

We don't even see him scolding her. He just stares in disapproval. Not much of a reaction for your small child committing murder.
