Keyboard and mouse. KBM are way more precise and twitchy than a controller. So a KBM sniper can tear apart a controller sniper (or a whole team) doing movements that you can't replicate on controllers.

I remember my brother (when he started becoming a tech junkie) laughing at me because I was still playing Doom/Heretic keyboard only. So I tried KBM and was freaked out by how fast and responsive everything was.

I still play it with a keyboard. My reflexes aren't quick enough. I can see how unfair it would be on controller players, the difference is massive. :(
