What crosses the line to "queerbaiting" IMO are the pre-release publicity statements. If Disney isn't going to follow through, why are Gunn, Kasdan, and Alonso given the liberty to talk about LGBT representation? (And yes, Disney does dictate some of the terms of what people contracted to them can say in publicity interviews.)

Yeah, that's the annoying part and it's absolutely queerbaiting. Maybe not intentional on the creators parts every time though.
See, I do think some of the creators would actually not mind including gay characters but the company on the whole doesn't want to do it, not really anyway. So by giving their people the liberty to talk about it it's basically virtue signalling which also ties in with the whole "we totally want to but China" thing. Maybe not intentional on the creators' side, 100 % intentional on the company side.
