my main criticism of his role on TNG was that he had too many emotions for someone who claimed to have none.

That was the whole point, though. He had emotions and everyone knew it except him. He was wrong about androids not being able to have emotions but too set in that belief to ever fully change it.

was it, though? I mean I'd happily explore that theory but the narrative of TNG never gave me the impression that that's what they were trying to get across.

Yeah, I think it's almost anvilicious sometimes the way other characters will wink-nudge at Data that he's more human than he thinks when he shows emotion after an especially poignant moment. I mean, there are also lots of times when he says he doesn't have emotions and nobody contradicts him, but that's usually when he's talking to someone he's just met (explaining his "nature" as an android to them) and it would be futile and annoying for his friends to keep butting in with "Oh come on Data, you do too have emotions~" every time.

Ehhh... I mean, yes, there were some wink-nudge moments where Data is closer to displaying human emotions than he might be aware of himself. But I don't think everyone else was doing so because they were thinking, "Oh, that nutty Data, thinking he's not human when he totally is", I think they were doing it because it's a glimmer of shared humanity in someone who is not human.

I don't think so. That's a possible headcanon, sure. But that was not the point the show was trying to make.
