I think, though, that the ending implied that Orm could change. So maybe with time. It would take a skilled author, but I could see it working.

Whatever about the potential of the OT3 as a relationship, I'm not sure it's a good idea as a solution to the succession. Putting two people with opposing ideals in equally powerful positions of authority is a hell of a balancing act, and even if you manage to sustain it for their lifetime, having them both with the same woman would do ... interesting things to their own succession? I mean, would we be continuing a dual kingship to the next generation? Is it just the eldest among all their children, regardless of who fathered them, or would they want one each of their children? I'm presuming Mera could be a deciding vote between the two if they actually become deadlocked, but how does that structure carry to the next generation?
