But I didn’t see anything like that in TWS at all. Taking down Hydra and saving lives was top priority for Steve in WS; Bucky came after that. Mileage varies, I guess.

Maybe they weren't the definitive Right actions, but I don't think it was a situation where there was a definite Right way to act - just a bunch of bad options, and a very good man with feet of clay like everyone else.
