If that's how you want to characterize it, fine. I still wanted a much more Steve-centric movie when it's titled CAPTAIN AMERICA.

MCU was driving toward IW/Endgame. They had no time for fanservice. They needed to push the arc of Cap moving from golden boy to whatever he was in Endgame (self-centered passive lump?) and Tony from self-centered party animal to selfless sacrifice. If you read the interviews with the Russos, that was the intent all along with their arcs and Civil War was the big turning point. They really weren't interested in Capstans' expectations.
