I don't think Cersei has shown much propensity for strategy, nor do I think she even wants to at this point. She's way past wanting to win. Ever since Myrcella's death, she has been fully consumed by the prophecy. That's why she was so indifferent to Tommen's death: from the moment she accepted the prophecy he was already dead to her. Now it's just about watching the world burn before finally going down to the death that has been predicted for her.
