She's a textbook narcissist. Narcissists don't do love, they do possessiveness, manipulation, and obsession.

Throwing in additional scenes where she's shown to love Rapunzel would be counterproductive and a waste of screen time.

Hmmm... I guess I can see that. I guess when viewed from that angle, perhaps I'm projecting my own writing preferences on the story and should look at it for what it is instead of what it could have been.

as someone who lived with a narcissistic mother, there were a lot of parts that hit way way too hard for me so it's really hard for me to give this movie a rewatch.

Same. The scene with the mirror actually hit a landmine I didn't know I had and I had some flashbacks.
