Her dragons killed a kid and she didn't put them down. She had a choice between giving up her source of power after they proved they are capable of killing innocent humans, or unleashing them on the world to do whatever they like as long as they also do her bidding.

She didn't put them down, but she did chain them up. And that's still a long road from actively killing civilians herself.

She had the dragons chained in a dark chamber (well, the ones she could catch). And if I recall, she was pretty horrified by what happened.
