are not about some scantily dressed woman? Seriously, google Urban Fantasy books and that is what half of them are. The other half is Jim Butcher.

Uh, Jim Butcher’s books are full of scantily dressed woken, except instead of being the protagonists, they’re there for Harry Dresden to drool over, screw, or kill, and sometimes all three.

Well, it's a challenge because straight male readers want to read about heroes who get to bang scantily clad women, and female readers want to BE the kind of hot heroine who can pull off that look, so...

Urban fantasy (as a specific and distinct genre) is mostly a pulp genre and that's mostly what pulp does

Do you mean the covers? Maybe take a look at the Innkeeper Chronicles by Ilona Andrews.

I like the practical main character, though I just kind of tolerate her love interest.

Also there's an unfortunate reason why book covers tend to go for the cliché even if it may not be too accurate to the content.

That's why even books that doesn't feature a main female character who doesn't focus on dressing up sexily will likely get the same cover.

Some of the Ankh-Morpork books by Terry Pratchett don't feature scantily-dressed women.
Rivers of London by Ben Aaronovitch.
Neverwhere by Neil Gaiman.
