Which is something he shouldn't have promised in the first place if he knew it wasn't possible. Then when he saw they couldn't pay, he decided they would help him kick out the homeless who had gathered around the lot. Sure, in return, he'd offer them a building where they could work on their art, but who could consciously take that offer, knowing the cost?
I believe that Benny believes he's doing what's best for him and all his friends, but he comes off as the kind of person who's all about fighting the man until he becomes the man. Then it's... welp, let's get rid of all these homeless people who are making the area look bad, because that's bad for my investors. It's okay, as long as I get what I want, and why aren't my friends more pleased since I'm offering them something at someone else's expense?
I don't know if you're joking about Mimi, but Benny had zero interest in leaving her alone. He kept after her knowing she was with Roger. The only reason he moved away is because his wife found out about everything. Doesn't seem noble to me.
I do give him credit for paying for Angel's funeral, offering to pay for Mimi's rehab, but that's one moment of him being decent. As for Maureen's protest, he may have felt he was in in a difficult place, but he chose to call the police anyway. He wasn't fond of her to begin with, so I seriously doubt he was there for her.
