I don't know, the fact that her plots end badly for her isn't necessarily an argument against her being clever, at least on this show. Everyone's plots ended badly for them, even or especially the clever ones. See also: Tyrion, Olenna, Littlefinger, Varys. A general theme of the show seems to be that schemers eventually get bit, often by previous plots or people they screwed over. So, I mean. Her plots blowing up in her face would be par for the course clever or otherwise.

Not that I do think Cersei is clever, as such, but she is an excellent opportunist who often takes advantage of the fact that people consistently underestimate just how violent and savagely vindictive she can be.

More like the plot just forces everyone to forget how vindictive she is and then laughs at them when they fall for her badly-thought-out bullshit again. It would be a more interesting dynamic if it wasn't so forced every time.

The problem is that by mid-series the people who are "underestimating" how violent and savagely vindictive she can be are people who know exactly how violent and savagely vindictive she can be. She only gets the opportunities she exploits because everyone else is consistently handed the idiot ball.
