Hydra is not Nazi tho, not even close.
And the whole deal with CW is that Steve is no longer a soldier because he doesn't want to listen to his commanders.
So the WWII soldier argument doesn't work here.

Hydra is absolutely and forever entwined with Nazism. But even so, Civil War occurs after Age of Ultron and Scarlet Witch is part of the Avengers at that point. Civil War does not come into this discussion about how the twins would feel about Captain America before they met him.
