My library has an app called Libby which lets me look for, borrow, and read e-books on my phone. (All for free.) I don't know if "Libby" is just a local name but other libraries may have something similar.

Libby is the national app. It used to be called Overdrive. Libraries can choose to participate or not. They can also choose what books to add to their collection. So, some library might have a book but another won't.

Ah OK. Thanks. The Los Angeles system seems to still call the website Overdrive and the app Libby so I was kind of confused.

Yeah, Overdrive is the website and the name of the older app. But they have been trying to get people to use Libby. My kindle app store only has Overdrive but every time I log onto it, it tells me to download Libby. Which I sadly can't. :(

*library worker* There's still an Overdrive app. You can use either the Overdrive app or the Libby app to access the Overdrive collection.

Yeah, but they have been pushing the Libby app harder. I expect they will eventually stop updating Overdrive entirely.
