POCs are similar in that they're both members of the class 'minority' but that doesn't imply that they're similar or interchangeable in any other respect

All squares are rectangles but not all rectangles are squares, kind of thing

But when it comes to casting minorities in roles, black people are vastly overrepresented in comparison to other POC.
I'm not saying they should be casting less black people. I'm saying they should be casting more members of POC minorities and not always default to "either black or white".

I agree that they should cast more POCs other than minorities, in addition to casting more black people.

But it's also still not the case that representation for black people is good enough already, and also, again, it is incorrect to say that anyone in this discussion is saying minorities are interchangeable
