I'm a fandom creator who plays primarily in small fandoms now. From what I've seen, this is about the people who don't give back, who then go on to complain "But there's no fic for my ship/pairing/fandom!" when that's not the case. It's passive-aggressive because believe me, the writers see these comments. It's demoralizing to those already writing for that fandom/ship/pairing. It's a real problem in small fandoms where the writing pool is already tiny, where months can go by without new content.

You can only get out what you put in, and that goes for the readers, too. Sure, readers don't have to leave feedback. OTOH they shouldn't be surprised either, when existing creators drift away and nothing gets made at all. If existing content is not what you want, then encourage existing creators to make it for you, or jump in and do it yourself.
