It's happened, but it's pretty damn rare and is almost exclusively cases of people who've been busted for actual CP or molestation of real live children also being charged for artistic depictions. It's not a big enough issue for it to be worth the resources that would be required to hunt down everyone with a stash of loli porn.

That said, it is still illegal and it's possible that people might get charged for only that if someone in authority were to go on a moral crusade. And for fuck's sake don't haul that shit across the border.
