It was called "The Premise" way back in the dark ages of individually photocopied fanzines, when anyone openly suggesting that Kirk and Spock were other than friends and co-workers could expect legal action on their ass. It's a reasonably well known part of queer, fandom, and queer fandom history. There's no need to be rude about it.

Been in K/S fandom for twenty five years here and never heard the phrase. We just used to say 'slash'.

K/S is obviously older than twenty five years old. I've heard of The Premiss, it's fun slash history.

This is true. There were cases where mother's lost custody of their children upon finding K/S slash in their possession. People could be prosecuted for it, so they needed a way to keep it secret.

Honestly, from an old book I found in my parents basement. I can't seem to find it right now, but I'm pretty certain in was one of the 'The Best of Trek: From the Magazine for Star Trek Fans' series. (it's the most similar looking one I can find, and seems to fit the context;;)
I know it goes into detail about Spock's Pon Farr, and German viewers opinions... or something like that.
I've watched a number of Trek documentaries as well, but I remember doing some research at the time, and the details seemed pretty legit.
