My impression (haven't reread the book in a while) was that the main humans and Horsepersons got about the same amount of scenes, some of the more minor characters got cut for simplicity, and Crowley and Aziraphale got a bunch of extra character-and-relationship-building scenes that almost nobody else did. (Shadwell got a good appearance, helped explain his personal history, in one of the C-and-A flashbacks.)

...Overall I was fine with the story, but there are specific points that could've used more scaffolding, yeah. Brian and Wensleydale facing off against Pollution and Famine deserved actual setup! It was especially weird since Brian's only defined character trait was "grubby." (Pepper vs. War, at least, was set up just fine.)
