I don't think that there's any particular legal justification for Greece's position. I think it's mostly just, Greece is more powerful and has leverage over the issue, and has strong nationalist feelings about it. And none of Greece's allies really care enough about the rights and principles of Macedonia to really do anything about it. That's my guess - that it's a foreign policy realism thing.
