Not an Eva watcher but isn't the pairing considered canon? I thought the creator or something went on record saying so.

Of course not, it's still a shounen series and there's no way Japan would allow a shounen main character in an explicitly gay relationship. White-haired kid is almost explicitly gay and looks to be trying to entice main character into a relationship, and I think what you're referring to is the creator saying that from his side it's definitely love, but he still doesn't specify which kind of love, of course. It's all smokescreens here.

The director did say Shinji had romantic feelings for Kaworu, yes. The manga makes it more explicit (albeit not my favorite interpretation for Kaworu).
