False equivalence. The Captain America films are a criticism of current government politics.

The problem with any film that's funded by any party, is that it will also reflect their interests. Same as political parties being funded by 'private donors'. Captain Marvel is not the only film that's done it. Independence Day 2, Battle: Los Angeles, American Sniper. The list is massive.
